Top-k prefix suggestions filtered by department

A service has a fixed list of suggestions, each (ngram, department, score). Implement getTopSuggestions(query, userDept, k), returning the k best-scoring suggestions that match the typed prefix and are allowed for the user's department, highest score first. Memory is tight, so think about how to index the list.
