Route requests to the nearest healthy data center

Build a router that processes commands: register a data center with its latitude, longitude and capacity, mark data centers up or down, report the great-circle distance between two points, and route each incoming request. A request goes to the closest data center that is up and still has room. The parts build on each other, so earlier commands must keep working.
