Reach a target when you can only step between nearby points

You get a set of unordered points, a start point, an end point, and a function getDistance(x, y). You can step from one point to another only when their distance is within a threshold. Decide whether the end is reachable from the start.

Follow-up: find the smallest threshold that still lets you reach the end.
