Parse a raw CSV string and handle corrupted rows

Another team receives data as a raw CSV payload in one string. Write code that turns it into a data structure other teams can consume. Some rows are corrupted (wrong number of fields, bad values); decide and explain what happens to them, and how callers learn which rows were rejected and why. The problem is described out loud, so ask about the format before you code.
