Multitask regression with targets on different scales

An ML coding exercise that follows a fraud-detection design discussion. Instead of a classification label, the model has two regression targets: one takes only negative values, the other only positive ones, and their ranges differ widely. Prepare the targets so neither one dominates the loss, train the model, and evaluate each task, explaining every choice.
