Hit counter over a sliding time window
Build a counter that records events with timestamps and reports how many happened in the last five minutes. Timestamps arrive in non-decreasing order.
Reported variants: counts that expire after a fixed time, very many hits in the same second, and extending the counter into a rate limiter.
