Expand placeholders from a variable store

Implement a small store of variables, like the export NAME="Tom" lines of a shell startup file. Any string can refer to a variable as %NAME%; expanding the string replaces each reference with the variable's value.

Another report asked for the same expansion where values can themselves contain placeholders, expanded recursively. Decide what to do with unknown names and with references that loop back on themselves.
