Design a superhero dispatch system
Design a system that sends superheroes to incidents across a city. An incident is reported with its location; the system finds an available hero nearby, assigns them and tracks the incident until it is resolved. Cover the location lookups, how you make sure a hero is never assigned to two incidents at once, and what happens when an assignment fails or a request is retried.
