Design a nearby places recommendation system

Design the ML system that recommends places to visit (restaurants, shops, attractions) to a user in a maps or local-discovery product. The user may be on the move, so location and time of day change what is relevant.

Cover the objective and labels, candidate retrieval by location, the ranking features and model, freshness of place data, cold start, serving latency on mobile, and how you would measure success.
