In a round where AI coding assistants are allowed, design and build a rate limiter from scratch. You choose the algorithm and the interface, use the assistant as you like, and then defend the result: why this algorithm, what the edge cases are, how it behaves under concurrency, and how you tested it.

Expect to write the tests yourself and to explain any code the assistant produced line by line.
